MINUTES OF GENERAL MEETING
June 24,2002, 7:00 p.m.

CALL TO ORDER After local Boy Scout Troop #318 presented the colors and lead the Pledge of Allegiance, Ed Cramer called the meeting to order at approximately 7:05 PM.

ROLL CALL Grover Diemert took roll. The following members were absent: Carini (excused), Horsley (excused), Hughes (excused), Richmond.

MINUTES No motion was made to approve the minutes of the previous Linda Vista Community Planning Committee meeting held on May 20, 2002.

WESTERN DIVISION POLICE DEPARTMENT REPORT Officer Deborah Borders reported that there were no serious accidents in Linda Vista since the last meeting. The City's Traffic Division is developing new traffic lights in the area. Officer Borders suggested that the Board consider very carefully both the pros and cons of synchronizing the traffic lights because speeding is often times the result. Officer Borders introduced Edwin Garrette, one of two Officers assigned to Linda Vista. Officers Garrette and Borders responded to various questions and comments. Officer Borders explained that the Police Department is authorized to file formal reports for graffiti crimes on behalf of victims, whereas non-victims must call the hotline (619-525-8522). In regard to reporting City property which has been "tagged" (e.g., stop signs), Officer Garrette recommended calling the main number (619-531-2000). Gary Stang complemented Officer Garrette on how he responded and handled a recent event effecting Mr. Stang's property.

GOVERNMENT AIDES' REPORTS Nicole Capretz, Aide to Councilwoman Donna Frye, reported: 1. The City Council has redirected $2.2 million in funds from a disapproved of project to make the 163/Friars Road interchange safer; 2. $30,000 of Councilwoman Frye's office funds will be used to replant a portion of the median on Morena Blvd.; 3. $3,000 of Councilwoman Frye's office funds will be used to replace a portion of chain link fence near Mesa Junior College; 4. The County of San Diego has created a lead-based paint hazard control program designed to address the remediation of lead-based paint contamination. She (Ms. Capretz) introduced Kevin Smith, Councilwoman Frye's new community liaison; Ms. Capretz is moving into a policy position for Councilwoman Frye.

Jason Weisz, Aide to Assemblywoman Christine Kehoe, reported on a couple of the Assemblywoman's initiatives that are in the pipeline.

Cecilia Williams, Senior Planner in the City Planner's Office, invited the community to attend a "City of Villages" discussion to be held on July, 18, 2002. For more information, please call Ms. Williams at 619-236-6578.

VOTE on LANDSCAPE MAINTENANCE OVERSIGHT SUBCOMMITTEE The attendees were polled by written ballot for the election of Committee Members to the Landscape Maintenance Oversight Subcommittee. The results are as follows:

PROPOSAL TO CHANGE LVCPC MEETING START TIME Following a discussion whether the LVCPC meetings should begin at 6:30 p.m. instead of 7:00 p.m., it was MOVED by Rick Bussell and SECONDED by Gayle Cole to table the issue until the next meeting. The motion PASSED UNANIMOUSLY.

NEW "WELCOME to LINDA VISTA" SIGNS Pamela Gray Payton commented on the "Welcome to Linda Vista" signs that were installed recently. The attendees voiced overwhelming appreciation and approval.

PROPOSAL TO SHARE USE OF KIT CARSON SCHOOL'S OPEN SPACE Greg Edwards led a discussion about a proposal by Francis Parker to use some of Kit Carson School's open space for athletic practice and events. The discussion was tabled until more information is gathered.

GROUNDBREAKING at HUMANE SOCIETY Wayne Bamford announced a groundbreaking ceremony to be held at the Humane Society on June 26, 2002 at 3:00 p.m.

UNDERGROUND WIRING Wayne Bamford announced the City is scheduled to install underground wiring at the western end of Linda Vista in the near future.

BALLOT for LANDSCAPE MAINTENANCE ASSESSMENT Bob Mathers expressed his disappointment in the way the ballots were written for the Landscape Maintenance Assessment District along Linda Vista Road.

NOISE DISTURBANCE Rick Bussell voiced his concern about noise on Dorcas Street from testing cars after they are tuned up at Mission Bay Automotive.

KRAMER STREET ONE-HOUR TIMED PARKING The Vice Principal from Kit Carson School lead a discussion on the proposed one-hour time limit parking, 8 a.m. -6 p.m., on the north side of Kramer Street between Burton and Coolidge Streets, across from Kit Carson School. The Vice Principal and her colleagues opposed the proposal. No person at the meeting spoke in favor. Wayne Bamford MOVED, and Gary Stang SECONDED, that the Committee reject the proposal. The motion PASSED UNANIMOUSLY. There was more discussion about the elimination of all parking time restrictions in connection with Kramer Street, but the members agreed that any future action should be reached only after giving all parties a chance to share their ideas with the Committee.

VILLAGIO APARTMENTS MAP WAIVER The builder of the aforementioned apartment complex is seeking a waiver of Tentative Map PTS Number 3753 at 7645 Family Circle in northern Linda Vista. Walter Schwerin, Engineer for the builder, explained the purpose of the waiver. MOVED by Don Ballantyne and SECONDED by Wayne Bamford to approve the request for the map waiver. The motion PASSED UNANIMOUSLY.

FRIARS ROAD/PACIFIC HIGHWAY BICYCLE PATH Michael Handal, Project Manager from the City of San Diego Department of Engineering and Capital Improvements, made a presentation consisting of two alternatives (one at a cost of $140,000 and the second at a cost of $190,000) for a bicycle path that would connect certain sections of Friars Road and Pacific Highway. The money for the path has already been allocated by SANDAG. The attendees did not believe they had enough information to approve of either alternative, so Don Ballantyne MOVED and Rick Bussell SECONDED to reject both alternatives. The motion DID NOT CARRY, the vote was as follows: FOR-4; AGAINST-4; ABSTAINED-5. The Committee instructed Mr. Handal to return to a future meeting with more information so the Committee could render a conclusive decision.

GENESEE AVENUE RESTRIPING The City of San Diego is proposing to restripe Genesee Avenue south of Marlesta Drive to Park Mesa Way, providing off-street parking to assist Mesa Colllege students. Grover Diemert MOVED and Don Ballantyne SECONDED to refer the matter to the Tecolote Canyon Subcommittee to bring back a recommendation. The motion PASSED UNANIMOUSLY.

There were 50 people in attendance at the meeting.

The meeting adjourned at approximately 9:25 p.m.
